Examples of Duties:

The Active Transportation and Safety Program Manager is responsible for managing core planning activities as assigned, including a wide variety of technical analysis, coordination, and reporting related to active transportation and transportation safety. Primary responsibilities of the position include delivering tools, resources, and technical assistance to member communities to support their transportation planning and projects specifically related to pedestrian, bicycle, trail, and safety planning; coordination with MORPC team members and external partners including ODOT, ODPS, FHWA, and other key federal, state, and local stakeholders. The Active Transportation and Safety Program Manager works independently or as part of a team and supervises other full-time staff and interns. The position is supervised by the Associate Director or Director.

Typical Qualifications-Required Knowledge, Skills, and Abilities:

  • Thorough knowledge of the principles, best practices, and techniques of transportation planning and engineering, particularly related to active transportation and
  • Demonstrated understanding of the tools and resources available for active transportation and safety planning
  • Strong written and verbal communication skills.
  • Demonstrated experience in qualitative and quantitative research methods, strong statistical and analytical skills, and an understanding of various data collection and visualization

Acceptable Experience and Training:

  • A bachelors degree and four (4) years of experience in planning, engineering, public policy, or a related field is recommended. This should include two (2) of those years having involved supervision of other engineers or
  • A masters degree and/ or professional certifications like Professional Engineer (PE) or members of American Institute of Certified Planners (AICP) is
  • A masters degree may be substituted for two (2) years of non-supervisory
  • Experience in leading multi-disciplinary teams of technical and or analytics-focused members across interagency departments in completing projects is strongly

Essential Functions:

  • Implement the Federal Highway Administrations (FHWA) continuing, comprehensive, and cooperative (3C) Transportation Planning Process for Central Ohio.
  • Maintain partnerships with ODOT, ODPS, ODH, FHWA, and other key federal, state, and local stakeholders related to active transportation and safety efforts and initiatives.
  • Participate in state-led committees and special studies or activities related to active transportation and safety. Provide summaries to other staff and MORPC committees.
  • Monitor federal and state regulations to ensure compliance and consistency across all active transportation and safety related policies, plans, and programs.
  • Lead the development and maintenance of the Regional Active Transportation Plan.
  • Coordinate and conduct the MORPC Active Transportation Committee meetings, including preparing agendas, minutes, communications, and presentations.
  • Coordinate and conduct the annual Regional Transportation Safety Forum.
  • Lead all safety planning and programming activities.
  • Lead the development and maintenance of Regional Transportation Safety Plan.
  • Coordinate with Data & Mapping team to conduct GIS analyses related to active transportation, safety, and technical assistance activities.
  • Lead the non-motorized volume data collection program.
  • Assist with MPO Metropolitan Transportation Plan and CORPO Transportation Plan related tasks relating to active transportation and safety.
  • Review local active transportation and safety planning activities and assist with identification of candidate projects.
  • Assist in strategy and project development as they relate to Active Transportation and Safety.
  • Assist with other tasks as needed for plan development.
  • Manage activities for the Technical Assistance Program.
  • Lead development of program guidelines.
  • Lead project/activity solicitation and selection process.
  • Act as liaison to local project managers for selected activities.
  • Oversee and assist in design and development of program deliverables.
  • Facilitate implementation of transportation projects in Central Ohio.
  • Identify Transportation Improvement Program projects with opportunities to address active transportation system gaps.
  • Assist in obtaining funding for active transportation and safety projects.
  • Lead the development and maintenance of MORPCs Complete Streets Policy.
  • Coordinate with colleagues on enforcement of Complete Streets Policy and conduct plan reviews for Complete Streets elements.
  • Supervise staff in active transportation and safety section of the department.
  • Perform other miscellaneous duties as assigned to accomplish MORPC's goals.
  • Ability to use phone, computer, and participate in meetings in person and virtually.
