About the Economic Mobility Center
The Economic Mobility Center (EMC) is a mission-driven non-profit that was formed by the Commit Partnership and Dallas College that is committed to transforming regional systems to ensure more young people — particularly those historically underserved — navigate successful journeys from middle school through post-secondary education into sustainable-wage careers. EMC is the umbrella non-profit where both the Dallas County Promise and Economic Mobility Systems (EMS) operate. We serve as a workforce intermediary inside Dallas County, aligning K 12, higher education, employers, and community partners to close equity gaps and accelerate economic mobility while running the Dallas County Promise. Outside Dallas County we serve to support other intermediaries and partners in developing and executing their regional talent systems that support student success.
Position Summary
The Chief Program Operations Officer (CPOO) will be a critical member of the executive team, reporting to the CEO, overseeing and integrating the Center’s core programmatic and client service operations across four primary areas:
1. K12 engagement and improvement
2. Higher education engagement and improvement
3. Workforce and community engagement and improvement
4. Dallas County Promise program leadership and cross-sector coordination
This executive will orchestrate these interconnected streams into a unified approach, ensuring the Center and its partners support the full student journey from middle school through sustainable employment.
The CPOO’s teams work directly with principals, district leaders, CCMR leads, and higher education partners to increase TSI participation, college applications, and postsecondary completions through high-impact advising, cross-system collaboration, and the use of strategic technology tools.
The CPOO will lead a high-performing team, drive strategic cross-functional planning, and ensure that programs and partnerships across the education and workforce continuum are executed with excellence. By working closely with the Chief Strategy and Product Officer, and COO, this role will ensure students, families, staff, and system leaders have seamless, data informed, and responsive experience. The role is expected to drive increased TSI and college enrollment goals.
Key Responsibilities:
Cross-System Strategy & Integration
• Lead the coordination and integration of K12, higher education, workforce, and student/family engagement teams to build a coherent approach to the full student journey.
• Design and execute operational plans that align and connect interventions across sectors, ensuring •programs are not siloed but reinforce each other.
Program Operations & Client Services
• Oversee the execution and continuous improvement of the Center’s programs and services delivered to school districts, colleges, workforce boards, employers, and intermediary partners.
• Ensure delivery of high-quality technical assistance, coaching, and support — particularly to K12 and postsecondary leaders — that increases TSI, applications, enrollment, and completion.
Stakeholder Engagement & Account Management
• Serve as the primary executive leader overseeing client partnerships, maintaining relationships that build trust and long-term collaboration across K12, higher ed, and workforce systems.
• Help partners “see the whole student journey,” coordinating with the Chief Strategy and Product Officer to ensure insights, data, and tools make the path clear for students, adults, families, educators, and employers.
Leadership & Organizational Stewardship
• Build and sustain a strong team culture that values collaboration, accountability, and innovation.
• Manage senior program leaders across the Center’s key functional areas, fostering a shared vision and coordinated execution.
• Develop senior program leaders and their teams to show up with partners as trusted and valued partners, consultants, and resources to drive student impact goals.
Collaboration on Product & Data Strategy
• Partner closely with the Chief Strategy and Product Officer to ensure that the Center’s technology products, data dashboards, and analytics are effectively embedded into program work and responsive to partner needs.
• Develop processes that bring insights from partners, build a user-centered culture and process, and work to define repeatable processes and tools with data and product leaders to implement solutions with fidelity at scale.
Ideal Candidate Profile:
Expertise & Experience
• 10+ years in leadership roles across K12, higher education, workforce, or multi-sector initiatives, with deep understanding of how these systems intersect to impact the student experience.
• Master's degree in relevant field (Education, Social Work, Public Administration, or related)
• Proven experience overseeing large-scale program implementation or client service portfolios, ideally in settings that integrate education and workforce pathways.
• Ability to speak the language of school district leaders, college administrators, and workforce boards, translating across systems to build aligned regional strategies.
