Appraiser III (Appraiser Trainee)

The Texas General Land Office is seeking an Appraiser III (Appraiser Trainee) within the Appraisal Services Department of the agency. The Appraiser Trainee performs highly complex (senior-level) appraisal work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Employees at this level may:

  • Develop and interpret new policies and procedures for appraisal processes.
  • Develop cost-benefit analyses on value-enhancing activities for specific properties.
  • Advise on appraisal methodologies and matters pertaining to land valuations.
  • Prepare reports of findings and provide recommendations on locations based on the economical costs of right-of-way acquisitions.
  • Measure property performance through financial analyses, including feasibility analyses, consultation assignments, and projected returns on investments.
  • Research and analyze sensitive real estate acquisitions and settlements.
  • Testify in court proceedings as an expert witness and participate in formal and informal appeals.

What Your Contributions to the GLO Will Be:

  • Appraisal Valuation: Conduct property appraisals and inspection reports, including VLB, VHIP, forfeiture, and appeals, within required timelines. Perform commercial and complex appraisals in compliance with USPAP Standards.
  • Support Coordination: Assist in processing appraisal and inspection requests, verify documentation, manage workload distribution, and assist with special projects. Serve as backup during staff shortages and support related program areas.
  • Professional Development: Maintain Appraiser Trainee status and pursue State Certification through approved coursework. Submit training documentation promptly and complete all required agency training.
  • Review Quality Assurance: Perform technical and field reviews of appraisal assignments for Asset Management and VLB programs, ensuring compliance with USPAP Standards.
  • Compliance Travel: Adhere to agency policies for travel, timekeeping, and expense reporting. Travel as needed for appraisal coordination and fieldwork.

Qualifications:

  • Must hold a current Texas Certified General Real Estate Appraiser or Appraiser Trainee license in good standing issued by the Texas Appraiser Licensing Certification Board (TALCB).
  • Must meet continuing education requirements under the Uniform Standards of Professional Appraisal Practice (USPAP).
  • Minimum two (2) years of experience in real estate appraisal, including rural land, commercial, and residential properties.
  • Graduation from an accredited four-year college or university with major coursework in finance, real estate, agricultural economics, or a related field.

Physical Requirements: This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.

Preferred Qualifications:

  • Ideal candidates will demonstrate strong familiarity with assignment workflows, contract review, and workload balancing across appraisal teams.
