Job Summary:

The Government Property Administrator is responsible for maintaining auditable records of government-owned property across the facility, vendor/subcontractor sites, and other locations. This role ensures compliance with FAR, DFARS, and company policies throughout the property’s lifecycle—from acquisition and receipt to utilization, inventory, and final disposition. The position involves regular reporting, system updates, coordination with internal departments and government representatives, and ensuring adherence to contractual and regulatory requirements.

Key Responsibilities:

  • Maintain complete and auditable records for all government-owned property, ensuring accurate documentation of acquisition, receipt, identification, inventory, utilization, reporting, maintenance, and disposal.
  • Prepare and maintain reports related to property management, including LTDD, RODS, GFP Module/IUID registry updates, and annual property tax reports.
  • Oversee the receipt, identification, and system entry of assets, ensuring compliance with FAR/DFARS and company policies.
  • Conduct internal and subcontractor property reviews, including site visits, in collaboration with management, Purchasing, and Program Management.
  • Assist in compliance self-assessments and coordinate corrective actions with relevant departments and DCMA representatives.
  • Collaborate with Program Managers and Contract Administrators to identify and dispose of excess government property before contract completion.
  • Arrange for the disposal of excess materials and equipment with the Government’s Plant Clearance Officer.
  • Maintain accurate property lifecycle records and supporting documentation for all transactions.
  • Identify property management issues and propose practical, compliant solutions.
  • Conduct government property physical inventories and ensure data accuracy.
  • Stay current with industry standards, policies, and regulations related to government property management.
  • Ensure compliance with all safety standards and company objectives.

Required Skills:

  • Solid knowledge of FAR Parts 45 and 52.245-1 and DFARS Part 245.
  • Strong understanding of contract clauses related to government property.
  • Excellent written communication skills for report writing and procedural documentation.
  • Strong interpersonal, negotiation, and influencing abilities when working with government officials and internal teams.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint) and ERP/database systems.
  • Strong analytical, organizational, and time management skills.
  • Ability to exercise sound judgment, discretion, and decision-making under policy guidelines.

Preferred Skills:

  • Certification as a Certified Professional Property Specialist (CPPS) from NPMA.
  • Membership in the National Property Management Association (NPMA).
  • Familiarity with PIEE systems (GFP Module and IUID Registry).
  • Excellent research and presentation abilities.

Experience Required:

  • Experience in Government Property or Materials Control.
  • Strong background in FAR/DFARS compliance and logistics/inventory control.
  • Proficiency in MS Office and ERP systems.

Experience Preferred:

Prior work in a Defense Contracting environment.

Experience with PIEE GFP Module and IUID Registry systems.

NPMA Certification and membership preferred.

Education:

High School Diploma or equivalent plus 6 years of relevant experience;

OR Associate’s degree plus 4 years of experience;

OR Bachelor’s degree plus 2 years of relevant experience.

Certification: Certified Professional Property Specialist
