Responsibilities Designing and applying an appropriate project management framework for the project. Managing the production of the required deliverables. Planning and monitoring the project. Adopting any delegation and use of project assurance roles within agreed reporting structures. Preparing and maintaining the Project Management Plan. Manage project risks, including the development of contingency plans. Liaison with the Program Management Office and related projects to ensure that work is neither overlooked nor duplicated. Overall progress and use of resources, initiating corrective action where necessary. Change control and any required configuration management. Reporting through agreed reporting lines on project progress. Liaison with appointed project assurance roles to assure the overall direction and integrity of the project. Adopting technical and quality strategy. Identifying and obtaining any support and advice required for the management, planning, and control of the project. Conducting the end project evaluation to assess how well the project was managed. The 'post project' evaluation is different from the ‘end of project' evaluation. Both the post-project report and the end-project report will be provided. Preparing a Lessons Learned report. Preparing any follow-on action recommendations as required. Other duties as assigned. Qualifications BA/BS Degree 10+ years of experience in project management. Project Management Professional (PMP) certification required. Must be a U.S. citizen Background check required Knowledge, Skills, And Abilities In-depth knowledge of and experience with IT Project Management processes, including, but not limited to, industry standard Project Management principles and practices such as those defined by the Project Management Institute (PMI) in the Project Management Body of Knowledge (PMBOK). Strong understanding of project financial controls, including Earned Value Management (EVM) principles and related metrics (EV, AC, PV, CPI, SPI, EAC). Knowledge of sprint velocity as a performance and forecasting metric. Hands‑on technical experience providing project management services and support to public sector organizations. Demonstrated knowledge and experience with Agile Frameworks (ie, Scrum, SAFe6, etc.) SDLC and Risk Management. Knowledge of and experience with federal IT Policy laws, regulations, and processes, including, but not limited to FITARA, the Clinger‑Cohen Act of 1996, Title III of the E‑Government Act of 2002, and FISMA. Familiarity with the federal laws, regulations, and circulars listed in subsequent parts of this PWS. Proven ability to review and analyze cost, schedule, and performance requirements for federal IT Development projects. Ability to apply consistent management approaches to IT Portfolio Management that increase the quality of data through best practices and documentation. Excellent verbal and written communication skills and leadership skills.
