Senior Grant Manager Human Rights Commission

Location: San Francisco, CA
Salary: $90,000 - $90,000

The San Francisco Human Rights Commission seeks an experienced and proactive Senior Grant Manager to provide advanced oversight of grantfunded programs that address racial equity, social justice, and community resilience. Under general direction, the Senior Grant Manager leads critical, complex grant portfolios, coordinates cityfunded service strategies, and ensures grantee accountability.

Key Responsibilities

  • Lead grant oversight, including quarterly site visits, performance reviews, and data analysis.
  • Monitor program implementation to ensure services align with approved scopes and funding priorities.
  • Support development of performance metrics and use those metrics to track grantee progress.
  • Prepare analytical reports and presentations on programmatic impact and risks.
  • Provide proactive technical assistance and coaching to support grantees in achieving goals.
  • Review and approve invoices in accordance with citywide cost principles, funding conditions, and program design.
  • Monitor grantee financial performance, identify and address budget deviations or invoice anomalies.
  • Assist in grant and program budget development, reallocation, and forecasting.
  • Ensure grantees adhere to city policies, legal obligations, and administrative expectations.
  • Communicate compliance expectations, follow up on audit findings, and coordinate with HRCs monitoring unit and Finance team.
  • Track and implement new legislative or policy changes that affect grant administration.
  • Collaborate with Contracts, Finance, and Leadership teams to support endtoend grant administration.
  • Participate in crossdepartmental meetings and working groups to represent HRC grant interests.
  • Draft memos, briefings, and dashboards summarizing program performance, compliance concerns, and strategic risks.
  • Assist in developing scopes of work, negotiating budgets, and coordinating contract execution or amendments.
  • Support competitive selection processes and ensure documentation complies with city procurement standards.
  • Maintain accurate records and documentation to support future audits, closeouts, and compliance reviews.

This position is part of the seniorlevel, fulltime role within the Human Rights Commissions grant administration team.
