About the Human Rights Commission

The Human Rights Commission is a department of the City & County of San Francisco that protects civil rights, upholds dignity, and advances equitable outcomes. Since its founding in 1964, the HRC has investigated discrimination complaints, resolved community disputes, and provided technical assistance to individuals, community groups, businesses, and agencies.

Job Description

We are seeking a Senior Grant Manager to provide advanced oversight of grantfunded programs addressing racial equity, social justice, and community resilience. The role leads complex grant portfolios, coordinates cityfunded services, and ensures grantee accountability. The position will oversee either the Evaluation & Impact or Foundation Partner Oversight portfolio.

Responsibilities

Program Oversight & Performance Monitoring

  • Lead grant oversight including quarterly site visits, performance reviews, and data analysis.
  • Monitor program implementation to ensure services align with approved scopes and funding priorities.
  • Develop performance metrics and use them to track grantee progress.
  • Prepare analytical reports and presentations on programmatic impact and risks.
  • Provide proactive technical assistance and coaching to support grantees.

Budget, Invoice, and Fiscal Review

  • Review and approve invoices in accordance with citywide cost principles and program design.
  • Monitor grantee financial performance to prevent overspending or underspending.
  • Identify and report budget deviations or invoice anomalies; recommend corrective actions.
  • Assist in budget development, reallocation, and forecasting.

Policy & Compliance Administration

  • Ensure grantees adhere to city policies, legal obligations, and grant agreement expectations.
  • Communicate compliance expectations clearly and follow up on audit findings or violations.
  • Coordinate with HRCs monitoring unit and Finance team for seamless compliance assessments.
  • Track and implement new legislative or policy changes affecting grant administration.

CrossFunctional Coordination

  • Collaborate with Contracts, Finance, and Leadership teams to support endtoend grant administration.
  • Participate in crossdepartmental meetings and working groups to represent HRC grant interests.
  • Draft memos, briefings, and dashboards summarizing performance, compliance, and strategic risks.

Contracting and Grant Execution

  • Assist in developing scopes of work, negotiating budgets, and coordinating contract execution or amendments.
  • Support competitive selection processes and ensure documentation complies with procurement standards.
  • Maintain accurate records and documentation for audits, closeouts, and compliance reviews.

Qualifications

Minimum Qualifications

  • Bachelors degree from an accredited college or university.
  • Three (3) years of fulltime professional analytical work in budgets, contracts, grants, or related areas.
  • Graduate degree (Masters or higher) with relevant coursework may substitute for one year of experience.
  • Up to two additional years of experience may substitute for the required degree.

Desirable Qualifications

  • Strong knowledge of government grantmaking, compliance, and budgeting.
  • Experience managing grants in public or nonprofit sectors focused on racial equity and social impact.
  • Excellent writing, facilitation, and data analysis skills.
  • Familiarity with San Francisco City grant, budget, or contract systems such as PeopleSoft, DocuSign, or CARBON.
  • Demonstrated ability to manage relationships with community partners under pressure.
