Address Underlying Factors Driving Insecurity – Defence Minister

The Minister of Defence, Alhaji Muhammed Badaru, has called for a shift in Nigeria’s approach to national security, urging a human-centred strategy that directly addresses the underlying factors driving insecurity—such as poverty, unemployment, and social exclusion.

Speaking in Abuja at the opening of the 14th National Security Seminar on Monday, Badaru emphasised that effective security interventions must go beyond military responses and target the socio-economic conditions that breed unrest.

The seminar, themed “Combating Hunger and Poverty for Sustainable Peace and Development in Nigeria,” was convened by the Alumni Association of the National Defence College (AANDEC), in partnership with the Office of the National Security Adviser (ONSA) and the National Defence College (NDC).

“In today’s interconnected world where security threats transcend borders, it is imperative that we adopt a whole-of-society approach. 

“We must confront issues like hunger, poverty, and violence head-on through inclusive, sustainable efforts,” Badaru said. 

He lauded President Bola Ahmed Tinubu’s administration for its commitment to improving Nigerians’ quality of life, and also commended the nation’s security forces for their “bravery and innovation” in combating threats.

Describing the seminar as a vital platform for collaboration and dialogue, the minister expressed optimism in the country’s ability to overcome its challenges through unity and shared responsibility.

“May our collective efforts continue to strengthen our path towards unity, resilience, and sustainable national security,” he added.

Also speaking at the event, National Security Adviser Malam Nuhu Ribadu — represented by Maj.-Gen. Peter Mala, Director of Defence Affairs at ONSA —stressed that national security is a shared duty that requires multidimensional coordination.

Ribadu said: “Hunger and poverty are not just social issues; they are direct catalysts for crime, violence, and national instability.

 “These problems form a vicious cycle—poverty leads to insecurity, and insecurity, in turn, deepens poverty.”

He noted that President Tinubu’s administration has prioritised agricultural reform, social welfare, and security investments aimed at disrupting this cycle. 

These include enhanced food security measures, capacity building in law enforcement, and improved infrastructure for agricultural productivity and distribution.

Ribadu reaffirmed that ONSA is actively coordinating both kinetic and non-kinetic strategies involving the military, intelligence community, and civil stakeholders.

Despite the progress, he acknowledged that Nigeria still faces stubborn challenges like youth disenfranchisement, food insecurity, and joblessness.

“This forum is a crucial opportunity for collective introspection and exchange of ideas as we seek long-term solutions to our evolving security landscape,” he said.

He commended AANDEC for consistently fostering dialogue and collaboration among security professionals, policy leaders, and citizens in pursuit of national peace and development.
